Professional and personal project


It does not happen a day without the employment issues being addressed in the news. Over the years, I feel that the discourse does not really change, it is necessary to better accompany, the accompaniment also changes name, it is said global, reinforced, guided, or even followed. If the name changes, the accompanying people and the accompanying tools do not change much. In the media, it is also often a question of recovery or growth expected, some say that more flexibility in the employment is necessary, others that it is necessary to adapt the skills and the employability of the employees to the needs of the basins Of employment. Years pass, my meetings confirm my impression that employment is disintegrating, that it is more and more broken up into small contracts and missions and that it is increasingly difficult to orient oneself in a society that changes a lot And continues to evolve.

I am passionate about employment and training issues, and I chose to accompany people looking for work 20 years ago. Executives or workers, young and old, in town or in the country, I used to say that I received employees between two contracts of employment. It is a way of recalling that the "unemployed" are only ordinary people, contrary to the reputation that has sometimes been made by our society. I became aware of the importance of unemployment, which is sometimes underestimated. Curiously, while unemployment was minimized, when it was a rare disease that the victims and their families hid, when it was a taboo subject that no one spoke of, I was returning home Dentist with the CV of her son, my banker with her husband's CV, from a girlfriend with her father's CV ... it was in 1995, just 20 years ago. France then had the sad record of the highest number of young unemployed graduates in Europe at that time. Since then, I have become accustomed to considering the public of job seekers, and in particular that of a big agency Pôle Emploi, much like a reproduction in miniature of our company, with roughly similar proportions.

Why choose to work at the ANPE? Probably due to my dropping out of school, I was early enough aware of career guidance issues. At the end of my first class I interrupt high school and my year of military service allows me to confront other life paths. I take stock of the importance of the studies that I decide to pursue by preparing a law degree at the University of Paris 10. In parallel to the resumption of these studies and up to the master's degree of law, I develop an experiment Of the accompaniment of children and adolescents during ten years by means of cultural activities and sports in Paris then in Issy-les-Moulineaux. I also took the courses of the Institute of Preparation for the General Administration of Nanterre then some years later, received the written exams of the preparation of the National School of Administration, I followed the courses of the Institute of Public Management and Economic Development (IGPDE). This training also leads me to take an interest in the history of law and especially in antiquity in the organization of Athenian democracy. This helps to forge my interest in interaction and the relationship between individuals and the group.

My first professional collaboration with the city of Issy-les-Moulineaux and the Ministries of National Education and Youth and Sports is rich in teachings, it is rewarding, I receive from the mayor, Mr. André Santini, The trophy of the city and I am also invited by the Departmental Inspector of Education to take an interest in the function of substitute teacher with the prospect of being established. I chose however to continue my studies and then I decide to privilege the accompaniment of adults. My ten years of accompanying children was an important source of reciprocal learning and fulfillment, but I felt that I now had less to receive and less to give, it was time that I change my audience.

My career at the ANPE, AFPA and then at Pôle Emploi is marked by discoveries and experiments, actions of individual and collective accompaniments that allowed me to test ideas, imagine and consider solutions in The field of guidance and vocational integration. We are many to accompany but without always following a particular model. Good professionals find their resources more in the experience and in their personal and human qualities though this does not seem enough today. The evolution of our society is too fast,  the labor market is changing very rapidly and, beyond our knowledge and the benchmarks of the professions, vocational guidance can not be achieved without taking seriously into account the changes in jobs and the labor market. On the other hand, support professionals seem unanimous in recognizing that there is not enough interaction between the world of study and the world of work. There are few meetings in the form of exchanges and discussions that could be opportunities to compare experiences, ideas and opinions, especially between the youngest and the oldest.

Ten years ago, on the occasion of a somewhat experimental collaboration between the ANPE and L'Afpa, I developed a program of several actions which, in turn, constitute a solution for attracting attention and arousing Vocations especially in the trades that are experiencing recruitment difficulties. I naturally supported and defended this project which I present to you in the second part of my VAE. I however evolve in a large establishment, my professional framework is very limited, innovation and creation can not always be valued. I remember hearing my human resources manager reply: "If there was anything important to discover in this area of ​​guidance someone else than you will have already discovered." I have therefore placed this project aside, disposed to forget it, somewhat by the force of circumstances.

In the years that follow I will be more particularly responsible for the support of managers in search of employment and especially those who have the most difficulty to find a job: seniors. I will gradually take the measure of an extraordinary paradox.

In 2011, France had 3.1 million SMEs, or 99.8% of the companies, 2.9 million of which employ fewer than 10 employees. One in five employees works in a TPE / TPI. I then realize that, although very numerous, small companies lack the organization, means, skills, ability to retreat and analyze their activities in an environment where everything changes quickly and constantly. At the time of this observation, I am in the accompaniment of executives experienced in a little all the fields, in a little all the trades. Their expertise has become too expensive for TPE-TPIs and their job search is very difficult. Ten years after having drawn up a vocational training program to contribute to the development of vocational guidance, I draw up a new program of reorientation which will once again take the form of several actions which, Solution to the unemployment of seniors.

This second experience makes me decide to carry out a VAE in order to allow me to carry out a research project on the theme of vocational guidance, to deepen, enhance, recognize and share this approach resulting from my twenty years of experience in the field. Accompaniment, in meeting, listening and exchanging. I have not yet had the opportunity to look for a supervisor, I do not know if my professional activity will allow me to easily carry out an experiment that I program over several years. I am aware, however, that the difficulty in orienting the younger generation has been compounded by the difficulties of reorienting the young at a time when labor market conditions are changing considerably, depending on the geographical location and the development of new ones activity area. I feel that in this area, much remains to be discovered.
